Sherry Arnstein's participation ladder illustrates which forms of participation are really genuine. Through active participation, William Glasser's five basic needs (safety, belonging, power/recognition, freedom, fun) are also fulfilled. This gradually creates a culture at all levels of the school community in which democratic action is a matter of course.
