coACTION Project Page 14/27 Democratic School Culture How can this be achieved? In the following, we want to show how these four areas of competence can be developed throughout the school community. Sherry Arnstein's participation ladder illustrates which forms of participation are really genuine. Through active participation, William Glasser's five basic needs (safety, belonging, power/recognition, freedom, fun) are also fulfilled. This gradually creates a culture at all levels of the school community in which democratic action is a matter of course.
