Page 4 /16 Module 4: SMART Democracy Targets. Introduction A thriving democratic school culture depends significantly on clearly defined and effectively communicated goals. This module guides you through establishing SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) targets that are aligned with the democratic vision and values of your school. Drawing on theoretical insights from the Reference Framework of Competences for Democratic Culture (Council of Europe, 2018), William Glasser’s needs-orientation (Glasser, 1998), and Sherry Arnstein’s ladder of genuine participation (Arnstein, 1969), you will learn how to formulate meaningful, achievable goals. By embedding these SMART targets into your school's Quality Management processes, you ensure they become a sustainable part of your school's development, actively involving all stakeholders: school leaders, teachers, pupils, and parents.
